Good choice when

You need a document page for printing or delivery.
You can validate the destination’s sample precision and colour interpretation.
You need a PDF-compatible workflow that can hold transparency added in a separate edit.

You require a complete collection, page set or multipart round trip.

Compression: PPM: Uncompressed → PDF: Depends on variant PPM: Netpbm stores these samples without compression. Reducing colour, thresholding or changing maxval can still lose information before storage; text and binary representations change the layout, not its image meaning. PDF: PDF has no single compression quality. Different streams may use lossless or lossy filters; page rasterization can remove document structure even when the resulting pixels are encoded losslessly.
Transparency: Transparency is replaced with white by default. Change the background in Advanced options.
Colour depth: PPM: maxval up to 65535
